When Joker visits Shinjuku for the first time, he meets a fortune-teller on the street who has some remarkable insight into his situation. This fortune-teller is Chihaya Mifune, and she can eventually become the Fortune confidant ofPersona 5 Royal.
However, the road to starting this confidant is the longest and most complicated in all ofPersona 5 Royal. Players must return to Chihaya multiple times and prove themselves in several ways just to get started, but in exchange, she offers some of the best abilities players can get from non-party members.

General Information
The Fortune card in the Tarot deckdepicts the Wheel of Fortune, and in many decks, it’s surrounded by animals that represent various potential futures. Unsurprisingly, the card represents fate, fortune, and luck, both good and bad. In reverse, Fortune can represent unexpected consequences or the interference of an unknown outside force.
Players can find Chihaya sitting on the streets of Shinjuku both day and night, so long as it isn’t raining or snowing. She’s available to perform readings at these times, but she’s only available for ranking events and hangouts on the evenings ofTuesday,Thursday,Saturday, andSunday.

If Chihaya isn’t ready for a rank event, Joker will spend time with her by her stand or invite her to other parts of Tokyo, depending on what locations players have unlocked. The first such hangout is Jinbocho, and the second is the Skytree at Oshiage. Players who bring Chihaya here will gettheSkytree Lamproom decoration. Joker can also give Chihaya gifts, and her favorites are theHeart Ring,Star Mirror,Robot Vacuum, andElectric Toothbrush.
Chihaya is also a possible romance, and Joker can invite her to spend Christmas Eve together. Her present to Joker isCologne, and carrying this item into a New Game Plus will let players get extra relationship points with Chihaya from the same-Arcana bonus. Players who spend time with Chihaya on Valentine’s Day will getChihaya’s Chocolate, a full-restore SP item, and they can go on a date with her on White Day.

Initial Events
After coming across Chihaya on 6/18, Joker must return to Shinjuku at night and spend a time slot speaking to the fortune-teller. Chihaya predicts Joker will get exactly 5000 yen by going home right away, and sure enough, he does. During the second meeting, Joker must spend 100,000 yen on a Holy Stone, but it turns out to be nothing more than rock salt. The rock salt fragments will restore a little SP in the Metaverse, but it’s still a ripoff.
During the third meeting, Joker will complain about the fake stone and end up arguing about the nature of fate. To prove his point, Joker takes on the request “Ending the Boyfriend’s Abuse,” and players must fulfill it to continue with Chihaya. The boyfriend’s Shadow is in Chemdah Area 3, and it turns into a Fuu-Ki that’s weak to Psy damage. The reward for this request is aSleep Stick, a weapon for Ryuji.

During the rank 1 event, Chihaya is astounded to discover that fate has changed thanks to Joker’s actions. She doesn’t understand how this can happen, so she demands that Joker sit in on future sessions so she can see his influence in action. Players won’t have to worry about most of the dialog choices in this event, but the last one can provide some relationship points.
The numbers listed in this and other sections of this guide will assume thatJoker has a Fortune Persona in his stockduring the events.

The reward for starting the Fortune confidant isLuck Reading. By spending 5000 yen at Chihaya’s stand,players can choose a social statand get a few extra points when raising it on the same day. The number of notes on the screen might not change, but the underlying numbers will. This bonus applies to both daytime and nighttime actions, but players can only get one of each reading each day. Fortunately, none of Chihaya’s readings use up a time slot.

The first test reading is with an Office Lady who wants to start her own business.

The next test is with a Timid Man who isn’t sure whether to accept an arranged marriage or marry his old sweetheart. Unfortunately, players won’t get any relationship points from this event. However, they will get access toMoney Reading. The cost is also 5000 yen, but when this reading is active, players will get a bonus to the money earned from Metaverse battles that end with an All-Out Attack. Like the Luck Reading, this bonus is good for one day only.

Chihaya is starting to believe in Joker’s ideas, and she opens up about her past.

Chihaya is going all-in on giving her clients advice as well as fortunes, but an unexpected visitor appears.
The reward for rank 5 isAffinity Reading. For 5000 yen, Chihaya will provide a relationship boost to one confidant of the player’s choice. If this boost is enough to trigger the next ranking event, Chihaya will mention that she imagines Joker can become “even closer” to them. Affinity readings work even on Chihaya herself, and since readings don’t use up time slots,this ability is especially usefulfor confidants that rank up slowly, such as Hierophant and Devil.

This time Chairman Fukurai of the ADP shows up in person, and he doesn’t come off as a nice person.

Chihaya explains more of her history as an outcast and why she’s only willing to expose the ADP’s terrible deeds now.
This rank unlocks theSpecial Fate Reading. By paying 10,000 yen, players can see all the abilities they’ll get by ranking up a confidant. This reading isn’t useful to a player using a guide or walkthrough, but unlike other readings, the extra information will stick around forever. Look for this information in the Confidants section of the menu.

Request
Instead of a normal ranking event, the next time players talk to Chihaya, she’ll explain that she discovered even more dirty secrets about the ADP. She’s willing to go down with the rest of the organization, but Joker can stop this by getting the Chairman’s full name andfulfilling the request “Debunking the Psychic!”
Fukurai’s Shadow is in Kaitul Area 3, and it turns into Baphomet. The Shadow is weak to both Ice and Bless damage, and it drops aProphet’s Hand,a special weapon for Makoto.

After Chairman Fukurai turns himself in, Chihaya is feeling great about the future.
The new reading for this rank is theCelestial Reading. The cost is an incredible 20,000 yen, but in exchangea Fusion Alarm will trigger immediatelyand be more common throughout the rest of the day. This means players can take advantage of Fusion Alarms even on days they don’t visit the Metaverse.

At the start of this event, Chihaya will give Joker back the 100,000 yen he gave her for the Holy Stone. After that, some of the more brainwashed members of the ADP will come to Chihaya for help.

There isn’t much difference between the romance or friendship versions of this event, but the romance version can unlockthe Seaside Park location in Tokyo. Relationship points no longer matter, but if players are curious, they can get slightly more points by saying, “It’s actually pretty cute” during the romance ending.
Regardless, the rank 10 reward isSpecial Bond Reading. The cost is 10,000 yen, and for the rest of the day, any events involving confidants will display the best responses in red. Note that players can still sometimes get full points from white responses thanks to the same-Arcana bonus. Joker also gets access toLakshmi, the ultimate Fortune Persona.
On 3/19, a max-rank Chihaya will give Joker aFortune Tarot Card. Players with this item will get access toalmost every kind of reading in a New Game Plusonce they reestablish the Fortune confidant. The one exception is the Celestial Reading.
